I had a Voyager house in Sims 1. They lived in the really cheap house in Neighborhood 1 (the Sims 1 version of the "pre-fabulous" house) and for some reason I didn't use cheats on them. My Tuvok wasn't too gossipy, but I think Chakotay had a problem with throwing trash anywhere but the trash can. Like my husband, actually. :P

They lived next door to Darth Vader and the halfway house.

I made them and then stopped playing.

However, I did try to make Tuvok as shy and serious as possible so we'll see what happens.
