I think thats suppose to be a through and through as if LVPD using military full metal jacketed ammo and not controlled expansion bullets like most police departments finally adopted 25 years ago.

Watch the clip,it starts off behind Biebs and then he starts getting shot and starts frantically waving his arms around violently, no gun in his left hand, in the next shot of Biebs, one from in front not only is his movements less violent be he also now has a gun in his left hand.
