Not too me.I always thought it was a crime that they never got Paris to Lieutenant Commander.
Tom never learned the refined art of shutting the fuck up.![]()

instead he was kept where he could do the best possible job.
Unfortunately this opinion isn't supported according to Chakotay in "Shattered", who describes Harry as one of their most valued and important Officers. No, she didn't hate Harry Kim. On the contrary, she gave him a lot of responsibility during the mission but obviously realized that he didn't really live up to the expectations.

Yes, the the same Chakotay that told us the reason why folks like Suder are allowed to join a terrorist group is because they're not exactly in the position to run back ground checks. Wanting to kill Cardies was pretty much the only requirement to join. He was always right about B'Elanna.Unfortunately this opinion isn't supported according to Chakotay in "Shattered", who describes Harry as one of their most valued and important Officers.![]()
Is this the same bastion of judgement Chakotay who allowed his crew to be infiltrated by not one, but two undercover operatives simultaneously......?![]()
i don't think so since some of my favourite episodes feature him prominently, such as timeless and workforce, and he did some brilliant space battling in the latter. he was designed as a somewhat naive, unconfident and credulous character, and those qualities which he never lost aboard voyager just didn't justify a promotion, and more responsibility for the lifes of others. he was no leader personality, but bloody good at doing what he was told to do. i guess wang did a good job acting like the writers intented, and unlike beltran, he knew he was a limited actor. his character development, adventures, and love affairs can't of course keep up with say young doctor bashir who developed from an obscure medic to a member of the federation's war council, advisor and ethical overseer of admirals, blueprint of an advanced emh, nemesis of section 31, saviour of the founders, turning genetically improved, and lover of the most beautiful and smartest women of star trek. i don't want to start with sisko now, just point out that kim was quite credible a character.Frankly, I think the better question would be "Did the writers hate Harry Kim - and by extension, Garrett Wang?" He was the least developed, least changed character in a series that couldn't exactly claim character development as its strong suit. Lack of promotion aside, can anyone honestly tell me how season 7 Harry was different from season 1 Harry? Really, the only episode I saw him shine in was the one where he and Tom were in a prison together. They did do a good job of developing that friendship/bromance. Otherwise ... Harry was blah.

Surely the lack of background checks makes good judgement all the more important?!![]()
Are we hiring for an organization of outlaws or Dunkin Donuts?
Having good judgement isn't going to detect a spy, if it did they'd be pretty piss poor spies.
Well of course Tuvok wasn't actually a spy, plus he was Vulcan, which would, I imagine, make it harder for him to pull off the 'covert' routine.

Spock does it all the time.
In emanations he tried to debunk a religion because it didn't make sense on a possibly prewarp world.
Loads of reasons.
