The main power systems were still running on patches and stop-gaps, and without engineering personnel, it was likely being run completetly on automation at the time.
I think a saftey interrupt probably switched main power off after the automation center was knocked out, to prevent the reactor(s?) from spiraling out of control.
That seems to make the most sense to me.
