In the case of 1.33 recurring it might be near enough most of the to say 1 and 1/3 but it isn't exactly correct. However 1 point 33 recurring is exact.

How is that not exact? 1.33 repeating/recurring/whatever and 1 1/3 are the same number.

No it isn't. A third is exact but 0.33 recurring goes on to infinity.

For example 33/100 is not quite the same number as 3333/10000. It is very close but not the same.

Well, I would say "repeating," but that's not the point.
