Two hundred six and nine thousandths. Or, more realistically, two hundred six point zero zero nine, since no one I know actually bothers to say the "and" for the decimal, since that requires too much work, they just take it half way by dropping the "and" before the nine.

Well, that's kind of the point I was trying to make earlier. "And" is fine for decimals IF you say the full name of the decimal.

100.2 = "One-hundred and two tenths," NOT "One-hundred and two."

Part of me thinks its a contradiction between the Germanic half of our language and the Latin part, so both could be right, but I don't know for sure. To me, I'm not in the habit of using And, so it's not a problem to not use it.

Somehow I think it's just meant to prevent you from using too many extra "ands."

The second one has an extra "and" which might sound awkward. That said, you should NEVER use "and" unless you are going to pronounce the full fraction.
 
I say three point one four one five nine... it would be kinda funny to hear someone say it out as a decimal with the "and" like the "one hundred and two tenths" way.
 
Well, most people don't talk that way. In fact, I'd bet most of the people here advocating the use of "and" actually say "point."

However, "and" is definitely appropriate if you like to hear yourself talk and decide to sound out the full fraction.
 
All this goes to show that 'point' makes more sense than using "and' when it comes to numbers following a decimal point especially if the fraction cannot be as easily expressed.

For example it is far easier for 1.00006 to say "one point oh oh oh oh 6" than work that it is 1 and 6/100 thousandths. In the case of 1.33 recurring it might be near enough most of the to say 1 and 1/3 but it isn't exactly correct. However 1 point 33 recurring is exact.
