Mayweather begins that show by saying to Hoshi, she'll find it hard going back to teaching in Brazil again after 10 years on the ship.
In the novels, the accuracy of that holodeck recreation of 2161 is called into question. But it's probably a safe bet that was the final year the NX-01 spent in regular service...
In terms of onscreen canon, that length of time is what we're left with at any rate.

Oh yeah, that bugs me... as it makes main characters look workshy or reluctant to take on more responsibility. You kind of assume everybody wants to progress through the ranks.
Of course, from a drama point of view... fans can easily come up with possibilities... where Mayweather was promoted, only to be busted back down. Say choosing to put friendship above obeying orders in the Romulan War. It came close to that kind of situation early on in Shuttlepod One between Trip and Reed.
If they had more ranks like the other shows they could have moved up. Reed could be Lt. Cmdr and Hoshi and Mayweather could at least be Lieutenants.
Maybe the mission was intended to be longer, but the decision to put Enterprise in mothball shortened it's mission which conveniently makes it so that the Enterprise doesn't become a Federation Starship.

As I understand it, TATV was originally a second-season script that they couldn't get made for various reasons, supposed to be set during the 2nd season, that they dusted off and slapped a coat of "it's 2161 rofl founding of teh federation lol" on and VOILA, THERE'S YER FINALE!
I guess they were really expecting to get picked up for season 5, and didn't have much time to write it, hence why apparently nobody gets promoted in 10 years.
Maybe Mayweather would've been promoted if he'd ever speak up and be noticed![]()

I think it leaves them both in script-originally-set-in-2153-hurriedly-dusted-off-and-reworked-with-two-weeks-til-air temporal limbo
Or, of course, the historical records could've been corrupted over time, and little details like updated rank left out of the simulation![]()

I hope Hoshi will finally get promoted in Beneath the Raptor's Wing. It'd be about time.
Also, it is odd that nobody got promoted, especially after serving through an entire war. However, neither Mayweather, Sato, nor Reed, nor Harry Kim for that matter end up in that bad of shape. Data has them all beaten with his FIFTEEN years as a Lt. Commander. If there was ever an officer who deserved a promotion it was Data.
