Why no alien names?

Azetbur: "The Federation is nothing more than a homo sapiens only club."
Chang: "Present company excepted, of course."
 
I always kind of assumed that ships that were made in "earth's space" were given English names, and that ships commissioned to be made in other planet's space would be given names taken from that planet's culture. So say, the Surak would have been made in Vulcan territory.

Or are all the ships for all of the Federation made in one place? That doesnt seem likely...does it?
 
Because, (for me,) there's rarely the appearance of a non-Starfleet "home guard" ship from Tellar or another Founder-world in TMP/TNG movies or somehow approved for Pocket Books' covers or even the "Strange New Worlds" anthology...once we start seeing something like that more often, then I'll be happy to see more non-Terran "U.S.S. (insert alien name here)" in Trek Lit / Fan Fic.
