Did Mayweather make it to admiral?

I just watched Enterprise from start to finish, and one thing I've noticed is that, even though he doesn't do as much during seasons 3 and 4, Mayweather really isn't as "non-existant" a character as people make him out to be.
He's around quite a bit, even has a few really good moments in the final two seasons. yes, him and Hoshi did get somewhat neglected, but not as bad as people make it out to be.
Although, back when the show aired, having to wait a week between episodes, I can see how people might have forgotten some of their good little character moments in the final 2 seasons.

I don't think Mayweather would be an admiral, but I could see him retiring as a captain after decades of service in Starfleet. Perhaps his last command would be from an interim design between the NX-class and the Constitution-class...
Travis did eventually go on to become Chief of Starfleet Inactivity and Boredom.
