i really don't get why the hell batman/bruce wayne can't appear in Smallville
Because he's a movie character. Embargo.
it's a ridiculous embargo though. they made a Superman movie whilst the show's still airing. why not have another Bruce appear? fans aren't that fucking thick are they?
No, I don't think that anyone would be insane enough to trust them with Batman. But it could still be awesome.
Clark: I can't let you do this, Bruce.

Batman presses a button on his gauntlet, causing the batplane, which is flying on autopilot, to launch a salvo of kryptonite-tipped missiles. Clark destroys them all with his heat vision and superspeed, but the aerial detonations have the same effect that Batman planned, covering a wide area of Metropolis in kyrptonite dust and leaving Clark temperorilary powerless.
And at the end of the episode
Clark: Just one last question. That piece of Kryptonite that you keep in your belt, why is it shaped like a Crucifix?
Bruce: In case you're ever bitten by a vampire.

Bruce Wayne was supposed to appear during second or third season but his arc got turned into the character of Adam Knight. He was supposed to be a love interest for Lana and he would have ended up having gone to Excelsior Academy and been a rival of Lex's. All of his arc obviously has been transferred to Green Arrow...it would have been awesome to have Bruce appear on Smallville.
^ Exactly. The name Adam Knight was also intentional. He was named for Adam West and The Dark Knight. When they were scripting the reveal episode and getting ready to film the WB executive assigned to Smallville ordered that they rewrite it and remove any traces of his being Bruce Wayne due to Batman Begins development.
I get that this is the line they've used but what about Jonah Hex?
Granted I didn't see a Hex type character in that clip but the OP and some in that discussion thread in the link mentioned him so Hex must be showing up.
