In which episode did Wesley explain how ship navigators/helmsmen use coordinates to reach any desired destination within the galaxy? I haven't seen that episode in years and I liked the way it was explained and need to hear it again.

LAFORGE: And helm control is here, with the ship's heading given in measurements we call degrees. Three hundred and sixty of them in a full circle this way.
LORE: Then you say mark.
LAFORGE: On the nose.
WESLEY: Which separates it from another full three hundred and sixty degree circle this way on a right angle to this one.
LORE: So by ordering a heading so many degrees this way and so many this way, the ship can travel in any direction. All three dimensions.

yes, I know it has already been said, but I spent a few minutes trying to think of which episode it was before I came in and saw it was answered, and I wasn't going to let my minute and a half of mild thought go to waste, dammit! :p
 
It's been discussed before but why would the Z axis have 360 degrees, why not have 180, 90 up and 90 down?

It wouldn't - there's no reason to have the "mark" with 360 degrees in it - it means that for 180º worth of directions, you can give the heading in two ways. It's superfluous.
