I'll raise my kid the way I like, TYVM. I think of it as pre-pre school.

As you've mentioned a tight budget and an apartment that needs fixing, a tutor at this age is a waste of money. Spend oodles of time with her...playing; using blocks, singing, reading to her; letting her discover tactile things (put a bunch of plastic kitchen stuff in a box...it'll entertain her and build dendrites [which improve intelligence], or with playdoh (which you can make your self for less than nothing...if you want the recipe you can pm me), or with a small tub of soapy water to play in, with some plastic stuff (like measuring cups, water bottles, etc), or a little plastic tub of sand (you can buy a small bag of sand at any hardware store for next to nothing).
Not only will she have fun and learn and grow...that time together with a loving parent assists in the bonding between parents/child. No tutor can do that.
