It's a parody of the opening text of Battlestar Galactica's third season. "BSG" is a spaceship-based series produced for the Sci-Fi Channel in the US. The original text reads:

The Cylons were created by Man.
They rebelled.
They evolved.
There are many copies.
And they have a plan.


It's a good show written by one Star Trek's best writers.

The Cardassian/Bajor plotline was probably originally influenced by the Israeli/Palestinian conflict. When "Ensign Ro" first aired in 1991, video of stone throwing Palestinians in the refugee camps of Gaza and the West Bank had been on the nightly news for a few years. I think the producers and writers were probably a bit reluctant to say this outright because it casts the Israelis in the role of "bad guy."
