I don't think it's possible for Judgment Day to be prevented for the simple fact that our electronics and computer technology growth is exponential. Preventing an AI program now only means there will be an even better AI program in a few years. It's not like AI only gets developed in Los Angeles, despite what The Sarah Connor Chronicles shows. And once one AI is successfully launched, the competitors and copycats will be jumping into the fray.

That would be a cool idea, but confusing for the audience at large.Something I wished had happened with this new Terminator movie is that John Connor is nothing like what we've seen before, has no prior knowledge of upcoming events, is surprised at the time travel discovery, and as soon as he sends Kyle Reese back in time John suddenly turns into a completely different person.
I always had this crazy idea that, through a time loop, Skynet lead to Kyle Reese and Sarah Connor meeting and so thus created John Connor, and at the same time, the battle with that first T-800 and Sarah's victory over it lead to it's parts being found by the company that owned that first factory and thus began Cyberdyne and so forth.
