Not sure if it's been mentioned but I thought I would just quickly ask anyway. Is that actually a Robot that chases young Kirk and asks him his name in the trailer cause unless Abrams is including another new peice of Tech into Federation history Earth has never had, to our knowledge, walking Robots besides the Soong type Androids?

There's not enough info either way to decide whether he's a robot or human. I'm leaning towards robot, personally, because robots aren't nearly ubiquitous enough in the Trek universe and I'd be surprised if J.J. didn't look at this as something to be addressed.
It's also possible it's a robot with a remote, human operator. A police department equivalent of an unmanned drone.
I'm not sure what to make of the modulation in the voice. There are voice synthesizers available today that sound more natural than that, so I'd expect 23rd Century robots to have very natural-sounding voices. If the cop's human, perhaps the modulation is there to protect the identity of off-duty cops ... like a superhero who wears a mask so people in his or her personal life aren't put at risk. I don't like the implications of that, however.

Why would they put the CPU in the more vulnerable head?

Anthropomorphism. Or the rest of the body contains the power supply and hydraulics or equivalent. Besides, what makes you think the CPU is in the head in the first place? Just because the visible vents are in the face, doesn't mean they're the only ones and that the ventilation can't be circulated through the torso.
We're assuming that there's not a third choice - he's not a robot or a human, he's an alien who needs the equipment to breathe.
