This is clearly ground based - those shuttle are immense, way bigger than DS9's runabouts. How are those going to fit into the Enterprise?
Kinda reminds me of Hangar One at NASA Ames/Moffett Field in Mountain View, CA.

I just had a thought on that (I know, look out) What if those duty stations get custom HUD overlays on the main viewer that other stations don't. Each officer can look at their station or the main viewer and still get the information relevant to their duties without the clutter of everyone else's. (Although what Uhura is doing at engineering is anyone's guess.)

There is a theory that Uhura is not just a receptionist - she's a communications engineer, which is why she wears red to begin with. I like that theory.
They do look like joysticks, my initial though was maybe the XI version of the gooseneck viewers from "The Cage"? They were in about the same spot on the helm as well as appearing on other stations around the bridge...

My guess, this is a flashback that explains what happened that drove Nero to change the past. A close look to the one on the right...seems to look like a sword is being used...is what damages his ear?
