As for having a "real" ending, the problem is that... well, depending on your choices, it's literally impossible to keep playing after the game ends.

If you go for the Bobble Heads, you really only need to level up to 9 on your stats. With the books, outfits and the Bobble Heads, you can probably get by with getting to 70 with skills and pick up the rest in game.
Silent running is good because it gives you 10 to Sneak while giving that movement bonus. I would also say that the Cyborg perk is worth it as well, but then again I'm in love with the laser rifle.
I would argue that a high luck, high intelligence character is better though. I must admit, extra AP is good for agility, but I've been getting so many critical hits that in VATs that it's absolutely hilarious.
Also, remember that the Well Rested perk gives you the same XP bonus and it's absolutely free. It's a must to get a home early into the game.

Yeah, repair probably makes up for the lack of money in the game, since high quality gear is worth more money.
I think mid range you want to go with sneak, since those sneak crits can be devastating.
