Yes, Yes they do. The well known episode where Riker and Picard spend 45mins discussing all the training courses the fleet has available..
 
In all seriousness, Starfleet likely has a M/AM power school to train their personnel in reactor operations. In the USN, all the submarine officers are required to attend nuclear power school, so perhaps Starfleet requires all of its officers (or at least those attending the Academy) to attend M/AM power school, which could be a part of the Academy, which could also explain the comment about O'Brien attending the Academy.
 
To be sure, there is no character whose Academy career we would have followed in sufficient detail to tell what these people are taught and how.

We know there's a four-year school that churns out Captains Kirk. But for example Scotty might have attended two months of Starfleet training after studing civilian starship engineering for five years and working his ass off on civilian vessels for another eight. McCoy might have studied medicine for eight years, then taken a correspondence course in Starfleet officerdom. O'Brien might have attended some Starfleet facility for six months to get the competence of an infantryman, then returned later on for three years of engineering training in the Academy.

Starfleet probably has generalized training for equipment on both starships, starbases and ground-based facilities as well as specialized training for whatever duties you will perform.
