People have wanted Muppets in Trek ever since Farscape was on the air, though admittedly, most of them meant Muppets used to create an alien species as that show frequently did.
Regardless, neither of these concepts even come close to being the most ridiculous thing the Trek franchise has ever presented.

As has already been pointed out, in the end it was all revealed to have been a dream, which should satisfy those who were against the concept.It would've been more believable than the crew being turned into Muppets.
I don't think it contradicts what we've seen on screen before honestly - people can exist as non-organic objects (Sargon et al in the spheres, Ira Graves in Data, etc) and the transporter has been a terrifying black magic machine that can fuse people, rip people into two philosophical halves, and turn people into something else since day one.It would've been more believable than the crew being turned into Muppets.

I feel like we know what the '90s series would done, as they each had around 170 episodes to come up with ideas for and despite that they never went near puppets. The closest they came was turning the crew into children, and the writers thought even that was eye-rolling enough.For me the difference with previous Star Trek was that SNW's posture toward itself was extremely self-conscious, to the point of even declaring the whole thing a dream, whereas a mid-season TOS/TNG/VGR episode might have just straight-up turned the crew into houseplants and played it earnestly as a weird sci-fi adventure story.

If they did anything like that it probably would've been done in the holodeck, in a surreal story like Fistful of Datas or Phantasms. You can get away with anything in VR!
Indeed, considering each puppet is close to the price of a car, there's no way in hell Berman would have agreed to spend that kind of money.Maybe it was too expensive for their 1990s budgets.
