This kinda stuff happens all the time. For example, when Japan has Golden Week or Obon, all foreign subsidiaries that release anime or manga series delay releases accordingly once the original domestic distributor reopens their offices after the holiday.

IMDb has the synopsis for the next 2 episodes after this one, none of them really match.
Yeah, I'm assuming Picture 11 showing Spock, La'an and a bunch of security officers lining up is meant to be the welcoming party of Joe Morton's Admiral character.
