In my head canon I assume the EMH Mark 2 was the LMH that Bashir was selected to be the template for on DS9, until Zimmerman rejected him due to being genetically enhanced. Doctor Andy Dick was the runner-up.Message in a Bottle was a missed opportunity to have Crusher, Pulaski, Bashir, etc… guest star as the mk2.

I try to overlook the fact this theory means there is an actual doctor in Starfleet played by Andy Dick.
