Even before then, given that one of the reasons a Starfleet crew was assigned to the station in the first place was because Bajor had applied for Federation membership, you'd think there'd have been a diplomatic envoy there right from the very start.What I was always surprised by was the lack of diplomatic folks on DS9. Once the Wormhole opened, DS9 should’ve needed a diplomatic team.

The whole point of the scene was to show Sisko's methods are different than Picard's, emphasized when Sisko even said "I'm not Picard" in response to Q's comment about how Picard never punched him.He could have used, hm...words? Make Q's actions - his boxing spectacle - manifestly foolish through a bit of repartee unique to Sisko's character? When I think of how Picard and Janeway interacted with Q's high jinks, that physical response seemed so pedestrian by comparison.
