Though they were both played by the same actor (James Lashly), Primmin was not on TNG. His TNG character was named Kopf (end credits, I think). Plus, Primmin told Odo he was in security for 6 years in "MOVE ALONG HOME", which means he would have been a security officer since season 1 of TNG. His other character in "Brothers" was early season 4.
i've now first watched call to arms. in the end you see countless enterprise ships and picard and the entire tng crew should have been in those episodes

I think the point was just that by the time TNG completed its run Stewart and Spinner commanded pretty high salaries, and the rest of the TNG cast also would have to be paid pretty well for a guest appearance. How would you explain to the producers why it was necessary to have half a dozen expensive guest stars who aren't really a vital part of the plot?

The easy answer is Ro Laren. I wouldn't trade Kira for Ro, but if we could have both. Imagine the tension between one Bajoran who is devout for the Prophets and fought for years in the trenches to liberate the world, and one Bajoran who barely believes in the Prophets and lived in the relative safety of the Federation all that time.

Kira grew up in the relative safety and comfort of having her mom banging Gul Dukat. Ro grew up watching her father tortured to death.
Sure, Ro may have ditched Bajor for the Federation at some point, but she certainly took more than her share of knocks during the Occupation.
I always thought they should have had one TNG cast member in "You Are Cordially Invited" and I thought it would have been neat if LaForge was there "representing" Worf's Enterprise family, since the others would have been too busy with the war.

Colonel Kira Nerys- Bajoran Liaison Officer. Kira was a member of the Bajoran Resistance during the Cardassian Occupation. She is still wanted in the Cardassian Union for terrorism. Kira coordinates activities that involve Starfleet and the Bajoran Militia. She’s uncomfortable with Starfleet’s presence and feels Bajor has cast off one yoke for another.
Ensign Ro Laren- The ship's Flight Control Officer. Born in a Bajoran refugee camp, she'd never been to Bajor before this assignment. She's at odds with native born Bajorans, who see the refugees as cowards who chose to flee rather than fight. Because of this Ro has a bit of a chip on her shoulder. Life in the camps has given her a cynical hard-edged attitude.
Petty Officer Seska Ghel- Tactical Officer. A Bajoran who has served in Starfleet since before the war. Seska was born on Bajor but raised in Bajoran settlement in the Federation. The refugee ship she was on was rescued from a Cardassian attack by a Starfleet vessel. As such she is very pro-Federation/Starfleet. Which places her at odds with some Bajorans, including Col. Kira.*
* In this reality Seksa is a real Bajoran. Playing on the idea that the Cardassians replaced the real Seska with a Cardassian spy.
Interesting. Didn't the peace treaty Bareil and Winn negotiated in "Life Support" include dropping Cardassian warrants against the Resistance? I would have expected it to even if they didn't explicitly say so.
