Didn't they make a joke of it on DC's Legends of Tomorrow. Somebody said something about a time travelling doctor and Arthur saying 'Doctor what?'. Or something like that.

If they really can't have Billie Piper back, they can always just have her switch to someone else as the new episode starts, and then throw some in a line about how there was some kind of wonkiness with the regeneration. Maybe the special, or possibly even the whole first Season of 16 could be investigating what caused the wonky regeneration, and we could even revist setting or even people connected to Rose. Maybe they could bring back Mickey & Jackie.
