Palpatine only took power be cause he got there by (so far as the public knew) legitimate means. Dooku was similarly elected into his position from his years supporting their cause. You can just walk away from the Jedi Order. It is not like the Psi Corps where you need to join, be jailed, or take suppression drugs. Judging by the twenty busts of the "Lost" only twenty major Jedi Masters walked away from the Order within the time the Temple was standing.
It's pretty clear that the plan was intended to always have Dooku as the public face, though it's questionable whether Sidious had expected to keep Maul around.Palpatine was already working with Dooku before Naboo. The plan for the clones was in motion. Maul was still in play. Had Maul not been cut down, Dooku would either not have been made a Sith and simply remain an ally for the coming war, or he and Maul would have had to play off each other until Palpatine decided who should be the apprentice. Maul would likely do as he later did, disrupt, then control the Underworld so the Sith have control over that as well as the eventual Separatists and the Republic. It would be more coordinated than what happened.

Yes, parents can say no.I can't remember, do the parents have the option of saying no when the Jedi come to take a baby to be trained? Have we ever seen an adult force sensitive who's parents said no?
