I wouldn't read anything into that. It's just the name of an ability on SWGOH character kit!

My read there is, if the Separatists won the clone wars, then Palpatine was prepared to lead the galaxy from the Separatist throne world as Sideous?

Like I said; more likely he would have ruled from the shadows with Dooku or some other public figure as a figurehead. It would be a bit much if the Supreme Chancellor where to show up on Raxus with a false mustache and just act like he belongs there!

Palpatine only took power be cause he got there by (so far as the public knew) legitimate means. Dooku was similarly elected into his position from his years supporting their cause. I mean no government is just going to let some random weirdo assume power, not matter how tall or spangly and golden his bathrobe is!
