We didn't see humans wear one, either, until 2364 and Season 1 of TNG.

Skants are part of Starfleet uniforms. We only had 1.5 Klingons which isn't much of a sample size. Lursa and B'Etor did wear long dresses with their uniforms so Klingon uniforms weren't all trousers.Skants were different and we didnt see klingons wear them.
