Not at all. If anything, you can see Kes as a character as something of a larva who really didn't become who she truly was meant to be. Is a maggot very much like a housefly? Not really. They made her alien, which, oddly enough, she is.

If you look at the Ocampa in that underground city, they were peaceful people.
Kes was supposwed to be a nice and curious character, eager to learn and explore. To bring her back only to destroy the character by making her evil was just mean and insulting.
Just like if Picard should be turned into an acoholic whose actions were dangerous to the ship or Riker into a serial killer who arranged "accidents" for everyone who could challenge his position on the ship. Totally out of character and downright bad storytelling.
Why bring back a character they had made every effort to make people forget, if not to insult those who wanted the character back and expressed that by participating in a letter campaign to have her back? (Note that I didn't stage that campaign but I did sign it!)

Kes's journey should have ended with "The Gift". It wasn't perfect, but at least it was in-character.
No, it should have ended with Kes getting a human lifespan, thus becoming a character which could have been a recurring character in future books.
If they really had to dump her, they could had let her leave with that Zahir in
Darkling, maybe to return later on in the series instead of coming up with that ridiculous energy-being mumbo-jumbo which we saw in
The Gift, an episode which i consider as badly written, made just to get rid of the character as soon as possible. Maybe it was written during a visit to the toilet or during a 20 minute coffee break.

At least one person did challenge it. A sneaky animator sneaked Harry onto the Dauntless's crew as a lieutenant. He was simply on an away mission. They probably got with it because no one noticed it until too late.

Oh, I totally understand Mullibok's perspective. Yes, it was for the greater good of the Bajoran people, but it destroyed his world. And suddenly, he has the opportunity to pay them back. Yes, their homes are heated, but their bellies are empty. And yes, it's morally wrong to refuse to help people when you can... and it's just the sort of thing a bitter, broken, miserable old man would do.
OK, I can see your point when it comes to help people which you can help. But at the same time, I can understand Mullibok if he didn't want anything to do with the people who had destroyed his little paradise.
If i would see myself in the same situation, I wouldn't mind helping people as such but I wouldn't bother to help the authorities who decided to destroy my home. On the contrary, I would sooner or later join some opposition against those authorities, like the one Shakaar started when Kai Winn wanted to take back those soil reclamators in the DS9 episode

But who knows, with some persuation from Kira, maybe they did create an exact copy of his previous home somewhere deep into some Bajoran forest where he could live happily ther rest of his life.
Another one of those loose threads I would have liked to see to be followed up but unfortunately won't happen due to the current direction of the Star Trek books.
