I find it odd that the Tal Shiar would still exist. It’d be like having the KGB in a United Europe. Surely there’d be a new organisation with clean hands to start with.
Well, the V'Shar still exist in TNG, so no reason to expect the Tal'Shiar wouldn't.
Of course there's a reason. That's like expecting modern Germany to still have the SS. The last thing a liberated society would want to do is to preserve the oppressive instruments of the old authoritarian regime.
Besides, it's disingenuous to equate an intelligence agency with a secret police. An intelligence agency's goal (in principle, at least) is to control potential threats to protect its people. A secret police's goal is to control its people to protect the regime.
