From old Spock's point of view they're a sequel, and nothing is discarded.
I've personally settled on "continuation" (and "revival" depending on what the shows are) for series that come back, introduce new characters but still have old ones in re-occurring or regular roles. Though I am more inclined to go with "spinoff" if like one character crosses over (for a regular role or semi regular), like "Tabitha" ("Bewitched" spin-off) and "Knots Landing" (the confusing "Dallas" spin-off).

I can't speak to Eliza Dushku's participation, but Michelle Trachtenberg, who played Dawn, passed away earlier this year.
Very unlikely seeing as one actress passed away and the other retired from acting.

as in sometime before the reboot sequel show something supernatural happened to dawn and to fix it buffy asked willow to use magic on dawn and she changed into a different person

If the show gets approval, Dawn's character could be portrayed as having a child and husband, and appearing to have recently passed away. Eliza Dushku could guest star for a single episode. I think Willow would likely be a main cast member if the show gets approval.

I'd rather see them kill her off and give us some kind of a nice tribute to both the character and actress's passing.
Somebody already said Eliiza Dushku isn't acting anymore, so that seems unlikely.
No, Charisma Carpenter wants to come back, but nobody involved with the show has said anything about her.
The only confirmed legacy character we have so far is Buffy, and I can't imagine they're going to bring to many other characters back. I could maybe see them bringing Willow in if she needs magical exerpetise, but I doubt they're going much farther than that.
The thing to keep in mind is this going to have a whole new cast that it's going to have to introduce and develop, so in the beginning at least, that's where the focus is going to be, so probably not going to have a constant parade of legacy characters distracting from that.
