There’s a huge difference between keeping a Star Wars production a secret, and keeping a show about nepo babies a secret.
First off, we absolutely do not need any more Ben Solo. Second off Sodenberg had no right to expect final cut on a property that he doesn't fully own or have the creative control over. Third off, Legacy is never going to happen and it never was going to happen.
It's not that I don't it's respect the man's work, but if you're going to play in another person's playground, you play by their rules. That's the same reason I don't want Quentin Tarantino coming anywhere near Star Trek despite the fact that I think he's an incredible filmmaker.

As someone who has a much more positive view of the Star Wars sequels than most... yeah, Adam Driver was doing a lot of the heavy lifting there.

A bit on the opposite end of the career arc than Taylor-Joy.
You could still have a Legacy series but with Jack Crusher as Captain, with the show being set many years after the events of Picard season 3. Sidney La Forge might be his XO. There would be a new Enterprise as well.

What happened to Seven and Raffi?
If this hypothetical scenario is indeed "many years" later then presumably they'd have gotten promotions or retired.
Legacy is not, and has never been, an actual thing.
Hopefully gotten better writers.
