The gray hair looks more like artistic interpretation to me.
Okay, Janeway had gray hair in Endgame and Prodigy. Not sure how that's relevant to this novel cover's use of artistic license makes Seven and Raffi's hair look gray in parts.

Alright, looks like I was wrong. According to the just released blurb for this novel (which you can read by clicking on that link in my quoted post) it is not in fact a post-finale novel set aboard the Enterprise G, but rather takes place during the gap year between the Picard finale's main story and final scene.
