Hell, even in TOS Engineering and lab departments often had officers and crewmembers in work jumpsuits while other departments had the regular duty uniforms. Crewman Watson in "That Which Survives" isn't sporting a red Engineering shirt and black uniform trousers when he's killed.

At least those TAS seatbelts existed and have a strong resemblance to the 2164 ones aboard the U.S.S. Franklin, so at least twice in the first century or so of Federation history Starfleet did experiment with seatbelts.
