Most terrible character in DS9?

Shakaar, Primin and Eddington were three I just didn't like at all. I mean Bareil was boring but nice enough while Shakaar had zero personality. Primin was a poor substitute for O'Brien while Colm Meaney was off filming something else, and I always found Eddington very annoying.

In terms of most terrible morally? Dukat, followed by Winn, followed by the Founders, followed probably by Enabran Tain
 
Okay, why Tain? I'm thinking about what he did that was enriching himself or hurting Cardassia, or war crimes. Certainly some people were eliminated or interrogated harshly on his orders, but no more than was the custom on Cardassia. He was fighting partly to keep the military in control, but also to protect Cardassia's interests against Romulus or other great power rivals who were surely spying on Cardassia as well. Does that make him morally flawed? Attempted genocide of the Founders in The Die Is Cast, okay, but the Romulans are equally culpable, and so is the Federation's own Section 31 for the Founders' virus.
