Does having a non-officer in the "Chief of Operations" position make sense?

Ideally it could be staggered and modified to popularity and/or availability but flexible and let us have our cake and eat it too while avoiding situations like Riker stuck as an XO or Chekov and Data stuck at the Nav/Ops console for over a decade. Say the plan is a 7 year series (ideally, subject to ratings), the commander might have a 5 or 6 year contract and either he gets promoted or renews and resigns. The xo and senior officers could have 4 year contracts with the same stipulation, junior officers with 3 contracts, etc.

It would sort of take Terry Farrell's situation but not turn it into a situation where they have to kill her. If the character is popular and/or contract renewal, they stay otherwise, reassigned or whatever.

Jadzia Dax was killed because Terry Farrell left the show.
