Who would win? In theory? What species would be best suited to play chess?

I also suspect it's that simple but a game between Seven and Tuvoc would make an interesting match. Does chess become more about creative ideas beyond the depths of human known engines? Borg seems the obvious choice based on the combined knowledge and how chess is essentially a game of memory and pattern recognition but other species could be strong enough to challenge Borg. Beyond the grandmaster level of skill it involves creative thought and mistakes which might not make it suited to Vulcans. The Doctor could beat anyone, anytime. Borg Queen, best of 3? No problem for the Doc.

I'm making assumptions there and it's entirely possible the EMH on Voyager could have no knowledge of chess or any clue how to play it. I don't recall any episodes where chess is mentioned in Voyager.
