Out of all the enemies which could have potentially returned in Generations…

The thing about Lursa and B’Etor is that their storyline involved quite a handful of episodes across TNG and DS9 with the House of Duras trying to take over the Klingon Empire. To suddenly depict the two as petty Uber drivers for the real villain and killing them off at the halfway point of the film felt was almost akin to showrunners abandoning a whole storyline.
 
Lursa and B'Etor were so incidental and meaning only to be "the Klingon muscle" that they were never even called out by name! Something I always found odd, as, generally, you name important characters in a movie. It's just what you do.

They're literally a case of "if you know them, there's your nice easter egg. If you don't, they really don't matter at all."

Not quite accurate. Lursa gets named a couple of times; B'Etor isn't so fortunate.

They could’ve gotten called Patty and Selma…

A totally "Sarah Connered" Ardra escaping imprisonment & coming back to get even could make sense, if you're looking for a Khan parallel
 
To be Frank, I still don't know why they didn't use the Borg in the first TNG movie.

They could keep the great actor Malcolm McDowell, he could have been a Starfleet captain turned into a Locutus 2.0

(His name could be Caligulactus heheh)

Picard would then have the opportunity to live Wolf 359 again, but on the other side. He could forgive himself finally.

IDK where Kirk would fit in all that, though

Kirk's last appearance and villain in Generations could go full circle back to his first appearance and first villain in WNMHGB: i.e. Gary Mitchell. Instead of a vague space ribbon, have the Ent-D encounter the Galactic Barrier/Planet Delta Vega that does something to resurrect Gary Mitchell from under the big rock who in turn "wishes" Kirk back into existence (plucks in out of time or something). This time, both Kirk and Michell are locked in combat then squished under a big rock that Picard drops on them. :p

I kind of figure TPTB held back on the Borg in the first film because they figured once they used them a lot of people might conclude there was no way the next film would live up to what they'd already done.

I also figure The Borg was their hold card for an excellent independent TNG film, and thus didn't want to play it until the crossover from one franchise to the next was dealt with. In that respect, they weren't wrong
 
Instead of the Duras Sisters, I would've used DaiMon Bok. It would've been great seeing a Ferengi Marauder on the big screen. I wish they had kept the Duras Sisters around to use more on DS9. I would've loved to see what they would've been up to in the Federation-Klingon War or the Dominion War. When I think about it, even having Bok pursuing the Nexus could work because he could be seeking thinking he could use it to bring his son back.

It's also a shame we never got Q in a movie.
DaiMon Bok is an interesting choice, there's enough backstory to create a good story with him, but would you kill him off after what he's gone through? Is there some redeemable quality of the character where his life could be spared? Is it possible Bok had a daughter who understood his obsession and went on this journey to bring back his son and maybe as the conflict arise Picard and Bok join to save his daughter. Some way to close that chapter in their existence.
