Commodore Oh, Head of Starfleet Security or Starfleet Security on Earth?

Commodore Oh (aka General Nedar of the Tal-Shiar/Zhat Vash) is the fourth head/flag officer of Starfleet Security that we've seen on-screen throughout Star Trek:

1. Vice Admiral Thomas Henry, clearly a senior figure (if not the putive Director) given his senior rank and involvement in matters off Earth
2. Captain Benjamin Sisko, specifically per dialogue in charge of Earth's security (extending through the Sol system at most by implication).
3. Vice Admiral Toddman. Appears to be in/near the top of Eddington's chain-of-command, which particularly given his uniform colour would make him a decent candidate for Henry's replacement, given that he explicitly has broad scope in terms of jurisdiction and authority.
4. Commodore Oh. Based on Earth, not seen officially getting involved in any off-Earth matters.

Based on the above, IMO 1 and 3 are likely to be Head (or perhaps Deputy Head in the latter case) of Starfleet Security for the Federation as a whole, and 2 and 4 are local commands (centered on Earth, but at least responsible for co-ordinating/liasing over security matters throughout the Sol system)

How on earth did an established Romulan General manage to get away with this undercover op though, making it all the way to the very top of Starfleet Security?! :vulcan:

Surely General Nadar would have been known to Starfleet Intelligence? How on earth did she pass the security checks? Nadar did not even wear a disguise… :shrug:

It is entirely possible that in this case, Selok was surgically altered to look like an existing Vulcan Ambassador, T’Pel. Though this would also have involved replacing or altering all of the medical records and data belonging to T’Pel?

I guess that this could have been the same tactic used with Commodore Oh and General Nadar? :shrug:

Naturally. Take advantage of the Federation and their philosophy of mutual trust and cooperation.

Was it established she was well known? Had Starfleet even heard of General Nedar prior to her showing up at Coppelius? She was deep cover for decades, apparently going back as far the the mid 24th Century. Her promotions in the Tal Shiar probably happened while she was undercover. Not a matter of public record.

Did the episode ever state that T'Pel was a real person? She might be a fabrication concocted by the Tal Shiar.
 
I still can't believe that after all those years of ridiculously careful undercover work, achieving a dangerously high position in Starfleet, that "Oh" simply blew their cover for no real reason.

Never underestimate the fear of being exposed will drive people to do irrational things, even without being fanatic, which Oh was.

I always assumed that there was in fact a real T'Pel, but she was abducted and executed so that Selok could take her place. That's totally in the Romulans' wheelhouse.

Worked for Troi/Major Rakal in "The Face of the Emeny", didn't it? :shrug:
