Given that Nemesis is what you get when an Oscar-winning fan writes Star Trek, my answer isn't 'no', nor is it 'hell no'.

It's one thing to listen to ideas and criticism from fans, but they often don't really know what they want, and a TV show would be terrible if it were to bend to every whim, so no. A TV show should never be run by fans. You have fanfilms for that.
 
I mean, yes. The fans know and care about the product. And they’ll still be reigned in by TPTB to curb their excesses, since its still a business at the end of the day. As well as by the actors who disagree with a certain character direction or development.

But that does not mean non-fans have nothing to bring to the table. Both perspectives are valuable.
 
I'm picturing Dr. Who in the 80s when Ian Levine was brought on board as an unofficial continuity consultant. It started turning into bad fanw*nk.
Levine's input never was acted upon. Though he was turning in something like thirty pages per script pointing out how they got the continuity wrong with suggestions on how to correct it, his ideas were more often than not ignored.

He did write the theme song of K-9 and Friends though.

Look, I'm all for fans turning their personal love and hobby for Star Trek into their inspiration for getting into the film industry. We wouldn't have folks like Ron Moore, Doug Drexler, Terry Matalas, etc without that happening. Unfortunately, there are far too many well-meaning amateurs that wouldn't be able to tamp down the fanboi in a professional setting. Even for as much as I love PIC season 3, someone well-seasoned as Matalas gave in to a lot of fannish temptations in the back half of the season.

That’s not actually true. Names of stuff were changed due to Levine notes and he’s one of the rumoured guilty parties behind Attack of the Cybermen. He doesn’t have a very visible influence for sure, but when you look into the nooks and crannies of the period, his fingerprints can be found.

No, but maybe A.I writers won't be hung up on various things and provide better original material.
I have little faith in "the machine" as it is to provide stimulating entertainment.
