Yes. That makes perfect sense to me.This seems consistent. If the Enterprise limits their transporter beam out to the number of pads in the transporter room then they would only beam down 6 at a time. However, the Enterprise seems to be okay to beam up from the ground more than 6 people at a time. Once back at the ship, they probably would limit the rematerialization to one person per pad (max 6 at once) and hold the extras until it is their turn ala "Day of the Dove".
