I thought it was too close to the number for the Defiant. My assumption was that when the Defiant first arrived at DS9, it was still a prototype, with no other ships of its class, and that, after proving itself for at least several months, or a year, only then did Starfleet start to build more (at least by the tie of "A Call to Arms"). The Valiant's plaque suggests it was launched around DS9's 4th season (which would be consistent with that theory), but the number is lower than ships that are at least a year older than that, like Voyager.
