Why?
Picard gives him a speech about names not being important, he gives a slightly sarky speech about names being everything. It’s a build up to the name of the ship, but it could as easily worked for him. It’s on point with the stuff around Sevens name, and even Locutus, and would signify a break with him going from most-wanted to new ensign. Thematically it would have worked, and been a final end to the arc started in Generations. (Ironically with Thomas Dekker in — I wonder if he almost got the Jack role.)
I mean, okay, but all that seems rooted in patriarchal ideas about the pre-eminance of a father's name over a mother's. One thing I appreciate about PIC S3 is that Jack does not take Jean-Luc's name, because even if he has accepted Jean-Luc as his father, he's not giving Jean-Luc a place of prominence over his mother.
I agree with @Sci on this, I don't think him taking the Picard name would have sat right with me. He's been a Crusher all his life.
And from Picard's perspective, Jack was named in honour of his friend, so changing to "Jack Picard" would have undermined that.
I've made the change.I think the audience should've booed Worf when he disparaged the Enterprise-D.
