I'm going to say maybe not. Remember that any Legacy show will not be featuring the characters that got you the 98% audience response in a major way. Paramount+ and everyone is aware of this.So how likely is it now?

I just don't see a Seven of Nine, Raffi & Jack series generating the same response as the Nostalgia with all the original TNG characters back together was what got that rating on Rotten Tomatoes. The other two seasons without these characters all together is what you'd eventually see with a legacy series of just those three characters and an occasional Cameo of anyone who's still alive from TNG when they finally get around to doing something if they do it.

-Nostalgia, and nostalgia-baiting/memberberrying is seen as a "safe" bet for studios to throw money at. Hence our endless remakes instead of trying to evolve IPs.
If its written well and a bit like "whatever happened to..." as a bit of a plot premise, then it should work quite nicely as a show and have a good enough draw with that continuity element to draw people back in.
I think there will be a Legacy series, it just makes sense to build on the positive reaction to Picard's third season. It's already worked well for them when they gave Pike, Number One, and Spock a series based off the positive reaction to Discovery's second season. Now, I'm not so sure that there will be a Legacy series with the same cast on the Enterprise-G at the end of Picard. I see Captain Seven, Sidney La Forge, some of the Titan crewmembers involved, but I don't see Jack or Raffi sticking around on the G. There's also nothing stopping them from bringing back Legacy characters for the Enterprise. I mean, they could have The Doctor as the new chief medical officer, someone from DS9 or VOY for security chief, and so forth, to really keep the legacy theme going. And the door would always be open to them bringing back TNG characters as well, like the new Data, Captain Worf, and Commodore La Forge. The Picard series itself also now has other legacy characters and they could also be on the series.
The world building that Picard didn't focus on just is too good, and too easy, for them not to do a Legacy series and expand on the 25th century that Picard only gave the audience tidbits about.
Terry Matalas has said that he wants to bring back Jack.
