You're making some presumptions there. To start with, you're assuming Seven was the only "pretty blonde woman" among the eligible XOs, which we can't know for certain. Also, you're assuming Shaw is heterosexual, when nothing about Shaw's sexuality has been explicitly stated at all.The other answer might make people uncomfortable. Shaw had a list of names, CVs, photos, etc. Seven's a pretty blonde woman. That DOESN'T mean that Shaw was planning anything inappropriate, intending to leverage/force a relationship, etc. on her that would rightfully get him expelled from Starfleet. He might not even be consciously aware that her attractive looks factor in his decision. But studies do show that attractive people still get hired or get positions over equally or even more qualified people who aren't as good looking. That's my headcanon for it, like I said it's probably an uncomfortable line of thought but I also don't believe that Shaw would ever consciously do anything inappropriate or illegal but nevertheless he's human and subconsciously may have been affected by Seven's good looks.

Exactly how I feel. My own son is transgender and it's absurd to think I meant insults regarding the binars. It was a supportive pro-trans statement. The binars were the first time I realized people can be no gender. I respect the hell out of that.You do you.
Shaw is the straight speaking curmudgeon. He's not coming from a position of hate, he's coming from a place of cynicism.

He clearly hates Seven. He deadnames her and everyone here said the same thing when he said it to her the first time. I have found that hate and trauma and PTSD can combine in a way to lead towards feelings of wanting power over someone, and usually for a male that means raping a woman he is threatened by.
In nearly 60 years worth of material do you find that Star Trek protagonists are ever written with motivations like that?
It sounds like in any event you are talking about limit cases (or extreme examples) in which case I'd be cautious about applying any sort of term such as 'usually'.
