The other answer might make people uncomfortable. Shaw had a list of names, CVs, photos, etc. Seven's a pretty blonde woman. That DOESN'T mean that Shaw was planning anything inappropriate, intending to leverage/force a relationship, etc. on her that would rightfully get him expelled from Starfleet. He might not even be consciously aware that her attractive looks factor in his decision. But studies do show that attractive people still get hired or get positions over equally or even more qualified people who aren't as good looking. That's my headcanon for it, like I said it's probably an uncomfortable line of thought but I also don't believe that Shaw would ever consciously do anything inappropriate or illegal but nevertheless he's human and subconsciously may have been affected by Seven's good looks.I just see sloppy writing.
