Spoilers Who is the mastermind in Season 3 of Picard?

If it's Borg, they're going to have to go into knots explaining why Jurati's Borg can't appear or help. She's the only friendly Borg they know and she might even be able to just pull the "evil" or whatever away from Jack.

Also, overwhelming, ancient evil darkness was not really the Borg's theme. They pursue perfection in their own twisted way and are ruthless and don't care who they assimilate to achieve it, but in their own misguided way they think they're doing good. As Locutus himself said, "We wish to raise the quality of life, for all species". It's far more likely that any origin of the Borg was a well intended science experiment gone horribly wrong, not an ancient race of evil beings like Sauron from Middle Earth or something.

Making the villain the Borg would be a very, very big tonal change from their past depiction to the ancient mystical evil vibes we've been getting around Jack this season.

I think ancient and weak points to whoever created the Borg or their progenitor species.

Overwhelming darkness? If they were already so terrible, they wouldn't need to create the Borg. And again, the Borg themselves say they wish to raise the quality of life for all species. They weren't dark lords in their tower in Mordor kind of villains.
 
Apparently The Face's identity was included in the closed captioning in an episode that Paramount had to go back in and patch over.

Episode 3 subtitles called Vadic's crew changelings before the reveal at the end of the episode.
So they do know things. It was removed a couple days later after Terry got wind.

Captioners work off of scripts and generally adapt what is on screen to what was given to them.

Very cool. Wasn't trying to throw shade. Made a bad assumption that they had to make educated guesses at some points.

Why would the Borg be involved in cloak-and-dagger schemes? They usually just relied on brute force and were up front about their objectives. Why would they even care about Frontier Day?

Because if Starfleet saw them coming they would inflict a hell of a lot of damage on the Borg.

Here's another thing to keep in mind. In BOBW, they brought Locutus on board the Enterprise. Troi was then put in front of him with the specific task of focusing on him with all her Betazoid powers to sense if there was any Picard in there. In short, she knows what Locutus "feels" like. If she sensed that in Jack, she'd outright identify it as such instead of going on about an "overwhelming darkness".
 
Also keep in mind Locutus is currently masquerading as Jean-Luc Picard on the Titan, so.....
