Spoilers Who is the mastermind in Season 3 of Picard?

Cyrano Jones. He finally cleaned up the last Tribble (nasty bugger cf Daystrom Station) and wanted revenge on Kirk. Already dead, so settled for Picard. You’ll all know I’m right when the carrots rise up. :shifty:
 
I feel like The Face may be someone that knows the TNG crew and is willing to harbor a long grudge. I don't see any reason why they would hide The Face's identity unless the identity was someone we knew. Somehow The Face seemed to know of Jack Crusher or even created/modified him somehow.

Sela? She directed ops against the Federation from the shadows ("The Mind's Eye"; "Redemption"), and her plans were foiled by Picard and crew a few times (Also in "Unification"). The Shrike looks vaguely like the Scimitar or Narada at certain angles.

Bok? Plotted revenge against Picard twice ("The Battle"; "Bloodlines"), and even created a "son" for Picard to try to kill in front of him.
 
My new theory:

I think Vadic is partially still the human doctor from Daystrom Station. Rather than killing her, the Changeling somehow merged with her, keeping both of them alive. Vadic is in constant pain and that's why she smokes and acts pretty neurotic at times, and the Changeling is able to amp it up as a means of control, but is not in full control of the body. The arm cutting thing allows the Changeling to 'emerge' temporarily and talk to her directly.

The Changeling (or one of the others) is going to try the same trick with Picard's corpse and that's how they will pass the DNA security scan.

Sir Neighs-a-lot. He's mad that you can take an injection to reshape your entire head, fix broken bones with the wave of a magic wand and tech has been around for centuries, but he was put to sleep for a broken leg.

And he's also part-Borg. And was a Romulan spy horse before that. And he's all angry.

Interaction with changelings - check with Odo.
Wants to see her son in law tortured - check.
“I sense a darkness” - check.
Powerful ruler of a planet - check - which incidentally was taken over by the Dominion.
Could have implanted her child in Beverly - sure why not. Bev didn’t think she could get pregnant. Pretty clear she’s just the host for Jack.

Jack is a human - Borg (via nanoprobes) - Telepathic hybrid. Check and mate.

Calling it now.
 
The mastermind is Minuet. Moriarty, in conjunction with rogue Binars, gave her back her sentience, and then she got upset that Riker married Troi instead of her, so now she wants revenge on the Federation. She hired Skullface to do her dirty work for her, and he subcontracted a bounty hunter, Vadic, to carry it out. They claim they're after Picard to throw off the scent. It's really Riker they're after. And that's why he's captured now, along with Troi. Vadic and Skullface are to bring Riker and Troi to Minuet, who'll exact her revenge on both of them.

Henchmen subcontracting their dirty work to other henchmen? A woman getting pregnant under mysterious circumstances and giving birth to a child with powers?
Palpatine's behind it all! He's still alive...somehow.

I’m imagining a horse with a Locutus style facial implant and I am not disappointed
