That makes no sense. If I say "I have to cats" does that mean I have only two at any one time?You would be correct. The footnotes area states that they resolved his comment as only twelve active at any one time.
For what it's worth. Terry Matalas shared this on his own Twitter feed and seems happy about it. Canon? Technically no, but hey, works for me.

Was the Yorktown the original name in the series bible? I should know this. But if it was, all the more cool.In the old novels the Yorktown was the only other TOS Connie to return to Spacedock intact so that could have been the route they went with this ship. Although that brings up the whole "if the 1701-A is a renamed Yorktown does that mean THAT ship was a new build and not very old and thus the second Yorktown" argument that is rarely worth the time and trouble of getting into.
