Hmmm... I'll have another go at 1. It was Ruafo to Admiral Douherty, in INS (in a scene not far from Picard's discovery of Douherty's plans). I was thinking that "A guess?" was Kirk's line to Spock when Spock said that the variables had changed, but hey, it's close enough.
Not sure about 2. so I'll leave that one outstanding for now.
