I think it's from STIV:TVH. An admiral (played by the actor who eventually played Admiral Cartwright in STVI:UC) shouts that to the President of the UFP in the early stages of hysteria when everyone is trying to figure out what to do about the probe. Unfortunately, I don't remember his name...

Is that close enough? :) Assuming I'm right, the next quote is:

"Now... give me what I want!"
 
Jerethi.. your right! Cartwright says it in Part 4 (yes its the same character) He says it as he is briefing the President when they are walking in the command center.

Your quote, is I believe, from ST3, Kruge to Kirk, before the fistfight.


Ok here is a new one:
